Not really. It's camouflage from WW1 called Razzle Dazzle by Norman Wilkinson. And an artist impression at that. All the actual images are B&W - see below.
Norman used bright, loud colours and contrasting diagonal stripes to make it incredibly difficult to gauge a ship’s size and direction.
